The Swede Cities 104th annual Harvest Festival celebration with the theme “Get Fit Gothenburg” looks to get the community moving and shaking for the festivities. 
The Harvest Festival will offer three days of activities September 13-15th, including a third straight year of the Nebraska State Hand Cornhusking Contest that will be hosted at Crop Tech Solutions this year. 
Activities will kick off at a fast pace on Thursday when the Dog-N-Jog fun run will be held. Eastside Animal Center will host this event at Lake Helen on Thursday evening. You can pre-register at Eastside Animal Center or register the day of the race starting at 7:30 p.m.. The Race is slated to start at 8 p.m. on Thursday evening.  
The Gothenburg High School will host the Harvest Festival Volleyball Invitational on Friday, September 14th with first serve being at 1 p.m. 
The Sun Theatre looks to provide added motivation to ‘get fit’ with their free showing of ‘Miracle Season’ at 2 p.m. on Friday afternoon. 
The Second Annual ‘Party In The Park’ will be held from 5-7 p.m. at Ehmen Park in Gothenburg. The Gothenburg Police Department will be on hand to provide bike safety instruction along with a few lucky winners being able to win new bike helmets. It will be a fun-filled evening of games including an obstacle course along with food and drink for all to enjoy. 
Saturday will begin bright and early with the Lions Club pancake breakfast at Crop Tech Solutions starting at 7 a.m.  
One of the most popular events, the “Get Fit Gothenburg” parade will tour Lake Avenue starting at 10 a.m. with lineup being at 9 a.m. 
Registration deadline for the parade is Friday, September 7th. Parade entries received after the deadline may not qualify for judging or parade announcement. They will be placed at the end of parade line in the order in which entries are received. Following the parade, the Methodist Church of Gothenburg is hosting a lunch with serving starting at 11 a.m. 
The Harvest Festival Car Show will be held at Lake Helen this year. Free registration starts at 9 a.m. There will be trophies awarded in six divisions at 4 p.m. There will be live music being played by Sundance and the Sundowners at the car show from 1-6 p.m. For more information about the Harvest Festival Car Show, contact Mike Earll at 529-3746. 
The Nebraska State Hand Cornhusking Contest will be held at Crop Tech Solutions starting at 12:45 p.m. There will be hand picking contests for all ages. There also will be antique machinery displays and demonstrations as well. There will be food and craft vendors present at the hand cornhusking competition. 
Looking to flex your muscles and earn bragging rights will be the participants in the Kids Pedal Pull that will be held at 2 p.m. at Crop Tech Solutions as well. 
There are many events and opportunities to ‘Get Fit Gothenburg’ during the 2018 edition of the Harvest Festival. 
The Cozad City Council met for a regular meeting on Monday, September 10th.
After approving the special and regular meeting minutes from the August 13th, 20th and 27th meetings the council entered into a public hearing on the 2018-19 fiscal budget as presented.
Council members approved to increase the restricted fund amount of one percent above the two and one-half percent allowed by the State Statutes. This is done annually.
The 2018-19 fiscal budget was approved as advertised and filed as required with Dawson County Clerk Karla Zlatkovsky.
Council members and Mayor Nancy Meyer approved a resolution that the 2018-19 property tax request be set at $672,700.00 requiring a proposed tax rate of .373954. This request is down from the .380194 tax levy for 2017-18 and the second year in a row that the taxes have come down according to Mayor Meyer.
Under New Business, Cozad Development Corporation Director Jen McKeone appeared to provide an update on the Owner-Occupied Housing Grant application.
McKeone explained that these grant applications are highly competitive and that applicants may score more points if putting in additional cash matches.
“You get 10 points for pledging $13,500, 25 points for $22,500 and the maximum possible is 50 points for $45,000,” McKeone said. “They like to see applicants putting skin in the game,” McKeone continued.
Council members agreed to the $45,000 to be taken out of loan funds.
If received, the $450,000 grant will be used to upgrade up to 20 homes in Cozad.
The council members approved the lone bid from CDS Inspection & Beyond not to exceed $1,500 per residence as the CDGB (Community Development Block Grant) Lead Base Paint Inspector.
Accompanying McKeone at the meeting was Miller & Associates representative Jacque Haupt. Miller & Associates was the lone bidder for the CDBG Grant Administration Service. 
Council members agreed to have Miller & Associates serve as Grant Administrator. Haupt informed them that with the new match of $45,000 the fee would probably be higher, too.
Also under New Business, three special designated liquor permits received approval by the council. The three requests included two wedding receptions at Chipper Hall. Travis Munster, Munster Inc. will be providing the liquor at a reception on October 13th and Jill Nelsen, Cork & Cap Liquor at a reception on October 27th.  Both Munster and Nelsen were present to present their requests.
The third request was from Paul McGinnis and the Cozad Country Club for an October 6th event at Chipper Hall celebrating the 68th Anniversary of the Cozad Country Club.
A resolution was approved to authorize the city to purchase a tract of land in Block 1, Mladek Addition for $6,500 from Donna Kendrick.
Fire Chief Daniel Niles appeared to request that the revised Fire Department By-Laws be approved, and presented applications for membership into the Fire Department by Eliott Allen and Monte Fletcher.
Council members approved the departments revised By-Laws and the membership applications for Allen and Fletcher. 
Council members considered the contract for paving, storm, water and sewer for a new tract of land at 18th & Newell Streets in Cozad. Mayor Meyer was granted authorization to sign the contract with Olsson & Associates. Houses in this new tract will need to cost a minimum of $200,000 to be constructed.
Council members waived the three required readings of the ordinance pertaining to compensation and salaries and then approved the ordinance for the same.
A resolution was also approved establishing municipal wages.
All claims were approved excluding none and the Treasurer’s Report was accepted and filed for audit.
Under Citizen’s Comments, Cozad Area Chamber of Commerce Director Karmen Morse reported on the four barn quilts that were painted by the 4th and 5th grade students at last Wednesday’s Ag Appreciation Day. Morse assisted with the supervision of the barn quilt painting that was organized by Julie Geiger and Laurie Yocom.
The barn quilts will be put up at the softball fields at Bellamy Park, the swimming pool at Muny Park, the Wilson Human Services Building (United Way/Depot Building) and in front of the Cozad City Office Building. Morse thanked the Mayor and council members for approving the project and designs earlier this year and noted that the students were excited to help beautify their city and look forward to seeing them after they are installed.
Under Reports, Commissioners Dallas Nichols and Britt German reported they are keeping busy with maintenance work.
Wilson Public Library Director Laurie Yocom reported that the new lights installed at the library have already saved $1,300 on electricity bills.
Yocom also reported that the library is continuing their annual Dot Day activities this week and that the United Way and the library would be presenting ‘The Dot Book’ by Peter Reynolds to Cozad kindergarten students Friday morning. This marks the sixth year that kindergarten students have received these books, written about the teacher who dare a resistant student to “make her mark.” Encouraged by this, the student started a journey of self-discovery, letting creativity bloom and inspiring others.
Police Chief Mark Montgomery reported that there were no incidents downtown during the Hay Days festivities. 
Montgomery also reported that the new city vehicle is in the shop in Kerr, Texas and should be finished soon. He recently found out that the trade-in of the city’s Tahoe is no longer viable, but that sufficient funding is available without the trade-in.
Mayor Meyer reported that CDC Director Jen McKeone had referred a contractor to her who is willing to bring some designs for the elementary/middle school property to the city for consideration. This will likely involve building duplexes on five lots.
City Clerk Susan Kloepping asked if this option should be made available to other contractors. City Attorney Scott Trusdale will check to see if advertising is necessary.
The next regular meeting is scheduled for Monday, September 24th beginning at 7:30 p.m. in the Cozad City Office Building.

Donors are encouraged to use our new online health history service ‘Rapid Pass’. It allows donors to complete their health history questions in the privacy of their home or office the day of the blood drive, saving them about 15 minutes of time at the blood drive. It is accessible at www.redcrossblood.org/rapidpass.
All blood types are needed to ensure a reliable supply for patients. A blood donor card or driver’s license or two other forms of identification are required at check-in. Individuals who are 17 years of age, weigh at least 110 pounds and are in generally good health may be eligible to donate blood. High school students and other donors 18 years of age and younger also have to meet certain height and weight requirements.
